Message If you remove the inner plastic wheel well cover you can inspect it. Mine
was pretty bad and caused the same problem on the paint you described.
I replaced it with a new one and it fixed the problem. It was a pain in the
butt job though wiggling the old pipe out and the new one in. Lots of stuff in
the way like shock tower, brake lines, HICAS, etc. that needs to be
loosened. Plus some of the bolts that attach the filler pipe to the car were
rusted beyond repair so had to be drilled out. Gas had been running down
the inside of the wheel well for quite some time. :-/

In hindsight, lowering the gas tank might have made getting the pipe to fit
to the tank easier, (there's a gasket that also has to be simulaneously held
in place when attaching the pipe) but not sure how much effort is involved
in dropping the tank so it may have been a wash in time. The whole job
took me about 10 hours. Hope that helps.
